Unit Responsibilities
  • Management and coordination of planning provisions of the District Roads and National Land Transport Act (NLTA) and its amendments; particularly with respect to the development, evaluation and monitoring of the District Integrated Transport Plans (DITPs) and planning authorities (Local Transport Plans – LITPs.
  • Provide Roads and Transport related inputs into the IDP (Integrated Development Plan)
  • Implementation of prioritised roads and transport projects
  • Conduct feasibility studies on existing and future roads infrastructure development
  • Ensure effective liaison with stakeholders/ role players within the roads and transport industry
  • Provide identified support to local municipalities
  • Participate in District strategic planning structures
  • Provide technical input into the development of the IDP and SDF
Programmes implemented by the unit
The unit has managed to develop the following plans/strategies:

(i)      District Roads Master Plan (March 2009)

The aim of the master plan is to assist in integrating and coordinating the planning and implementation process. It also aims to identify and classify all roads within the district and local municipality in terms of the municipality’s mandate. This also helps in determining the status of the roads for intervention purposes; like upgrading, rehabilitation, maintenance, etcetera.

(ii)      (CITP)Comprehensive Integrated Transport Plan (2008)

The purpose of the CITP is to determine and specify the public transport services that should be provided in the district in terms of sections 36 of the National Land Transport Act, 2009, Act No. 5 of 2009 and Minimum Requirements contained in the Government Gazette No. 29264 of 06 October 2006. The integrated transport plan is prepared with a view to develop and implement the integration of public transport services, infrastructure and land use developments.

(iii)      District Transport Indaba (2009)

The purpose of the District Transport Indaba is to address the following issues:
  • To ensure that transport related issues are prioritised and taken care of;
  • To ensure that municipalities establish Transport Units within their areas of jurisdiction and that they take ownership of transport related infrastructure;
  • To encourage all the five local municipalities and relevant role players to put systems in place to ensure that public transport standards are met;
  • Signing of a declaration by political heads of all municipalities within the district’s jurisdiction, binding themselves to upholding and implementing the adopted resolutions.
(iv)      Transport Forum

The District has also established a District Transport Forum as per the legislation, the National Land Transport Act, 2009. The objective of the District Transport Forum is to promote public participation so that all transport related stakeholders and or representatives from the general public are actively involved in the transport planning process.

The forum consists of political heads from each municipality, representatives from the provincial, national government, municipalities within the jurisdiction of the district, public transport operators, members from the disability community, and others who have a positive influence in the public transport industry.
2009 - 2010 Achievement

TRANSPORT PLANNING
The responsibility of the District is to coordinate with all local municipalities within its jurisdiction on matters pertaining to public transport. This also serves to ensure that public transport issues are taken care off, prioritized and budgeted for. Make inputs into the IDP with projects identified in the Comprehensive Integrated Transport Plan (CITP).

The transport planning unit made visits to all local municipalities within the jurisdiction of the district to review the status of the unit. Public transport indaba The district held a transport indaba in 2009. The objectives of the transport indaba were to:-

  • To ensure that public transport issues are prioritized and addressed;
  • Decision makers take ownership of public transport infrastructure; and
  • To look into the district state of readiness for the 2010 FIFA Soccer World Cup.

The transport indaba was well coordinated and attended by representatives from all three spheres of government, including the two districts Gert Sibande and Nkangala, the public transport industry (bus and taxi) and sector departments. Resolutions were taken and municipalities developed a program of action out of the resolutions. The 2010 FIFA Soccer World Cup hosting city – Mbombela was able to learn from the national department presentation on the 2009 FIFA Confederation Cup –to ensure that all systems are in place.

The Transport forum
As per the legislation the National Land Transport Act 2009, NLTA No 5 of 2009, each municipality is supposed to have a transport forum that brings together all interested parties; e.g. the bus, taxi, freight industry, the business sector, sector department, traditional leaders, political sphere, etc so that public transport issues are discussed.
