The following powers are delegated to the Speaker:

• Presides at meetings of the Council
• Performs the duties and exercises the powers delegated to the Speaker in terms of section 59 of the Local Government:  Municipal Systems Act, 2000 (Act no. 32 of 2000)
• Must ensure that council meetings are quarterly
• Must maintain order during council meetings
• Must ensure compliance in the council and council committees with code of conduct set out in schedule 1 of the Local Government: Municipal Systems Act, 2000(Act no. 32 of 2000)
• Must ensure that council meetings are conducted in accordance with the rules and orders of council

Additional Powers and functions delegated to the Speaker:

• Responsible for the wellness of councillors
• The capacity building of councillors
• Moral Regeneration Programme
• Interface with Traditional Leadership
• Public Participation and consultation processes of the municipality
• To nominate and delegate councillors to attend: meetings, workshops, training and conferences in respect of official business of the municipality.
• To ensure that the nomination of delegates as stipulated above is done equitably and where applicable on rotational bases.
